The two options
University dormitories — the cheapest and simplest start. Details on availability for international students are being verified with the university.
Private renting — most international students in Pleven rent apartments, often sharing a 2-bedroom with a coursemate. Pleven is one of the more affordable university cities in Bulgaria.
What rent costs (2026)
Rough market picture — always check current listings:
- Room in a shared apartment: usually the cheapest option, split rent + bills with flatmates
- Studio / small 1-bedroom: roughly €150–300/month outside the centre
- Furnished 1-bedroom in the centre: roughly €350–500/month
- Bills on top (electricity, water, internet, heating): typically €50–100/month depending on season — winter heating is the big one
Popular listing sites: imot.bg, imoti.net, olx.bg — mostly in Bulgarian, so ask a Bulgarian coursemate to help or use the camera translate. Many students find flats through Facebook groups and older students — often better deals than agencies.
The normal deal (so you know what’s standard)
- Deposit: 1 month’s rent is standard (sometimes 2 for furnished places). Get a receipt.
- Agency fee: if you use an agency, typically half or full month’s rent — one-time.
- Contract: insist on a written contract (dogovor za naem), even a simple one. You’ll need it for your address registration — which is required for your residence permit, so this is not optional paperwork.
- Landlord declaration: for non-EU students, the landlord provides a notarized declaration for your migration documents. A landlord who refuses this is a red flag — walk away.
Scams & red flags
- Never send a deposit before seeing the apartment and meeting the landlord in person. “I’m abroad, wire the deposit and I’ll mail the keys” is always a scam.
- Photos too good for the price — usually bait listings.
- Cash with no receipt, no contract — you have zero protection and no address registration.
- Check who actually owns the flat if something feels off — an agency or the university international office can help verify.
- If a deal goes wrong, the international students office has seen it all before — ask them for help rather than giving up quietly.
Quick checklist before signing
- Seen the apartment in person ✓
- Written contract with the rent, deposit and notice period ✓
- Receipt for the deposit ✓
- Landlord agrees to the migration declaration (non-EU) ✓
- Photos of the apartment’s condition on day one (protects your deposit) ✓
- Meter readings written down (electricity/water) ✓
Ask older students first. The best apartments in Pleven pass from graduating students to new ones every summer — the good deals never reach the listing sites.
